Uncharted Waters: New Horizons(1994)

Daikoukai Jidai II is the sequel to Koei's simulation game Daikoukai Jidai, both a part of their Rékoeition Series. It was first released in 1993 on various Japanese computers before being ported to a variety of other systems, including to the Sega Mega Drive.
